In the present era, the issue of innovation in organizations is important and challenging in all organizational matters, and since human resource management with the right methods, timely, coherent and continuous, can cover this issue and provide solutions for it, and also having flexibility in human resources by accepting changes and decisions can also smooth this path of influence.
Therefore, the aim of this study is to investigate the effect of human resource management strategies on organizational innovation with the mediating role of human resource flexibility. To investigate the relationships between variables for human resource management strategies, Raj and Sirvastava (2013) model was used using a 14-question questionnaire, Using a 14-question questionnaire, the model of Huai et al. (2022) was used for organizational innovation using a 5-question questionnaire, and the model of Beltran, Martin et al. (2008) was used for human resource flexibility using their 10-question questionnaire.
The statistical population of this study was all employees of one of the districts of Mashhad Municipality, numbering 200 people, and questionnaires were distributed among 131 employees who were selected as a sample using convenience sampling.
The results of statistical analyses show that human resource management strategies have an impact on organizational innovation and human resource flexibility among municipal employees.
